• Establish and maintain the governance model, responsibility assignment matrix, escalation matrix, and change control for the data center workstream.
• Own the lifecycle stage-gate framework and chair the gate reviews that release each stage.
• Line-manage the Design Governance Lead and Field Assurance Lead and set the acceptance criteria their teams apply.
• Verify that the high-level design meets the Client's capacity, availability-tier, security, and resilience requirements, including critical power and cooling.
• Hold each site to its target tier of Tier III or Tier IV per the requirements document, and confirm the design satisfies it against TIA-942 and EN 50600.
• Treat the Uptime Institute Tier Certified Design Documents and Tier Certified Constructed Facility certifications as deliverables the build must achieve.
• Govern the technical RFP packages, bid evaluation, and vendor recommendations so that selection rests on defensible criteria.
• Assure the QA/QC and commissioning regime across Levels 1 to 5, witnessing the Level 5 Integrated Systems Test rather than executing it.
• Confirm that handover documentation and operational-readiness gates are met before any site is accepted from the contractor.
• Close out every Non-Conformance Report and verify resolution before final acceptance.
• Screen all in-scope vendor introductions for sanctions exposure and allow nothing to proceed without written clearance.

• Bachelor's degree in Electrical or Mechanical Engineering or a related discipline; a master's degree or Chartered Engineer status is an advantage.
• Minimum 10 to 12 years of engineering and program experience, with a substantial part in mission-critical or data center facilities.
• Proven Owner's Engineer, PMC, or client-assurance experience on at least one mission-critical program, not solely contractor delivery.
• Demonstrated record of owning quality gates and QA/QC across the full data center lifecycle, including commissioning, the Integrated Systems Test, and handover; familiarity with Inspection and Test Plans and Non-Conformance Reports.
• Working command of the Uptime Institute Tier classification and the Tier Certified Design Documents and Tier Certified Constructed Facility audit processes; an Accredited Tier Designer credential is valued.
• Command of TIA-942, BICSI 002 and 009, and EN 50600, with awareness of NFPA, ASHRAE, and ISO/IEC 27001; PMP certification is preferred.
• Solid grounding in data center electrical and mechanical building services, critical power, and DCIM and BMS monitoring, sufficient to challenge designs and witness commissioning.
• Strong written and spoken English is required for governance papers; Arabic is an advantage, as is familiarity with the Syrian and wider Middle East market.

Position Objective:

The OSP Project Manager is to manage vendors responsible for OSP Work and other stakeholders to achieve agreed Project deliverables within the approved schedules and maintain budget control.

Job Description & Responsibilities:

• To manage and follow-up E2E activities in the project, maintain progress as per project schedule with all contractors and related stakeholders
• Agree monthly targets with Senior Project Manager, and manage the teams against these targets.
• Provide support and prepare Management Plans, including Communication, Escalation, Implementation timelines and Handover procedures
• Coordinate with Senior Project Manager to define and verify the WBS, timelines and discuss, propose and recommend technical solution
• Prepare Project Implementation plans and Project procedures in coordination with affected STC departments and the contractors as per STC Targets.
• Establish a mechanism to identify Gaps, track, review, and clarify problems and issues raised in the Project, and to identify corrective actions needed to resolve Project-blocking issues.
• Chair meetings with vendors/contractors, and participate in other project coordination meetings concerning his area.
• Immediate escalation to the Senior Project Manager for any blocking issues.
• Coordinate with other Sections, Departments, and Managers to ensure proper and timely delivery of the project as per the HPIP.

Qualifications & Experience:

• Extensive knowledge and professional experience in design and execution of civil works and electromechanical installations, project reporting and coordination.
• Formal training in project management techniques and methodologies (PMI, PRINCE or similar) will be considered an advantage.

Lead the Project Management Consultancy (PMC) across a national infrastructure program in the Kingdom of Saudi Arabia, spanning new modular construction and the renovation and fit-out of operation centers and weigh-in-motion (WIM) stations, governing design, procurement, construction, cost and risk to handover. Give final review and approval of submittals on the modular new-build stream after the CSC's first-line check, and govern the delivery-stream leads who hold final technical approval on renovation and fit-out, holding delivery to program, budget and quality targets.

• Lead the entire PMC portfolio across multiple sites and disciplines, establishing program standards, governance, the target operating model and delivery priorities for the Client.
• Govern both delivery streams across the portfolio, new modular construction and the renovation, refurbishment and fit-out of existing and operational sites including weigh-in-motion (WIM) stations, holding consistent standards for design authority, procurement cycle governance and phasing around live operations.
• Establish and run the program management office (PMO), centralized governance, policies, processes, procedures, templates and digital tools to represent the Client across the lifecycle.
• Govern the Platform approach to Design for Manufacture and Assembly (P-DfMA) delivery model, standardizing parts and assembly logic to cut cost and de-risk off-site manufacture and on-site installation.
• Give final review and approval of detailed design, issued-for-construction (IFC) drawings, shop drawings and as-built drawings after the CSC's first-line check, securing the Client's endorsement where required.
• Define the technical scope for tenders and Requests for Proposal (RFP), direct procurement strategy and bid evaluation, and recommend award of the Designer, Contractor and the CSC, then give final approval of Prequalification Documents (PQD), Material Approval Requests (MAR) and Method Statements (MS) after the CSC's first-line review.
• Monitor and oversee construction delivery across foundations, earthworks, infrastructure, utilities, module installation and finishes, reviewing the CSC's records of Material Inspection Requests (MIR), Work Inspection Requests (WIR) and Inspection and Test Plans (ITP) and giving final approval on the basis of those records.
• Govern contract administration, change management, variations and claims, and direct portfolio cost and forecasting, giving final review and certification of payment recommendations including Interim Payment Certificates (IPC) after the CSC and quantity surveyor first-line check, protecting the Client's budget and commercial position.
• Direct program risk management, escalating major risks and approving mitigation plans across design, supply chain, logistics and construction.
• Oversee program health, safety and environment (HSE) governance, auditing that the CSC enforces the Contractor's plans and escalating where safety or quality is compromised.
• Govern quality assurance by audit over the CSC, directing surveillance of the Non-Conformance Report (NCR) process and reviewing the CSC's records of Factory Acceptance Tests (FAT) off-site in the factory and Site Acceptance Tests (SAT) on site before giving final acceptance.
• Direct program reporting and dashboards, presenting consolidated monthly progress, cost, risk and forecast positions to the Client and senior stakeholders.
• Develop the operation and maintenance (O&M) strategy and knowledge-transfer plan, governing handover and verifying as-built drawings, O&M manuals, warranties, training and final acceptance before the Defects Liability Period (DLP).

• Bachelor's degree in Civil, Structural, Mechanical or Construction Engineering, or a related field; a master's degree or MBA is an advantage.
• 18 to 20 years in construction project and program management, including senior portfolio leadership of multi-site building delivery as an owner's engineer or PMC.
• Demonstrated experience governing design offices, supervision consultants and contractors, including final review and approval of design, procurement, construction, cost and risk on a consultancy or owner's-engineer basis.
• Modular construction and Design for Manufacture and Assembly (DfMA / P-DfMA) experience is a strong advantage, alongside familiarity with off-site factory production and on-site module installation.
• Experience governing both new-build and renovation, refurbishment or fit-out delivery streams within a single, multi-site portfolio is an advantage.
• Working command of the submittal and review workflow, including MS, MAR, MIR, WIR, ITP, PQD, IPC, NCR, Site Observation Reports (SOR), Requests for Information (RFI), FAT and SAT.
• Thorough working knowledge of the Saudi Building Code (SBC) and ISO 9001 quality management, with familiarity with ISO 19650 Building Information Modelling (BIM) coordination.
• Project Management Professional (PMP) certification required; Program Management Professional (PgMP) is preferred.
• Saudi Council of Engineers (SCE) registration or eligibility, with Saudi or GCC delivery experience strongly preferred.
• Strong command of English, with Arabic an advantage.

• Manage day-to-day site operations across all disciplines (civil, structural, architectural, MEP, ELV, and fit-out) throughout the project construction, installation, and commissioning phases.
• Plan, coordinate, and supervise the activities of contractors and subcontractors to ensure works proceed in accordance with the approved programme, method statements, and permit-to-work requirements.
• Enforce HSE requirements on site, including risk assessments, toolbox talks, safe access arrangements, and incident reporting, and maintain a safe working environment for all site personnel in coordination with HES department.
• Monitor physical progress against the baseline schedule, identify deviations and bottlenecks, and implement recovery actions in coordination with the project planning and engineering teams.
• Chair and attend regular site progress and coordination meetings with contractors, consultants, and client representatives, and record and follow up agreed actions.
