Position Objective:

  • Set weekly and monthly throughput targets by workstream, tower type, and region, tracking burn-down against milestones and resolving blockers such as access issues, permit delays, power readiness gaps, and contractor mobilisation failures before they impact delivery
  • Lead a team of Project Managers, each owning a geographic cluster or workstream, with tower engineers, supervisors, and surveyors reporting into each across multiple regions

  • Oversee full program budget, including cost control, financial forecasting, variance analysis, and CAPEX/OPEX tracking.
  • Identify, assess, and manage program-level risks, issues, and dependencies with proactive mitigation strategies.
  • Manage vendor and contractor performance against contractual obligations, SLAs, and quality standards across surveillance, smart city, and infrastructure workstreams.
  • Engage credibly with technical architects, system integrators, and vendors on AI-enabled surveillance, ICCC operations, and smart city technology scope, quality, and compliance.
  • Lead change management processes to ensure smooth adoption of new systems, technologies, and operational procedures.
  • Develop and maintain executive-level dashboards, program status reports, and strategic briefings for senior leadership and stakeholders.
  • Ensure compliance with regulatory, security, data governance, and operational requirements relevant to smart city and national infrastructure programs.
  • Drive continuous process improvement by identifying efficiencies and implementing best practices throughout program delivery.
  • Lead, mentor, and develop a team of project managers and specialists.
  • Facilitate stakeholder engagement across government entities, technical teams, vendors, and senior leadership.

Qualifications & Experience

  • Bachelor's degree in Engineering, Information Technology, Business, or a related field. A master's degree is an advantage.
  • 15+ years of experience in program or project management with a proven track record of delivering large-scale, multi-phase national or city-wide infrastructure or technology programs.
  • Must have personally led or delivered at least one program with a total value of USD 100 million or above, with full accountability for budget, scope, and delivery outcomes.
  • Experience managing programs involving smart city technologies, AI-enabled surveillance platforms, intelligent traffic management, IoT integration, or public safety systems is strongly preferred.
  • Broad awareness of surveillance system concepts, including AI-based camera networks, face recognition, perimeter and intrusion detection, and ICCC operations, sufficient to govern delivery teams and assess program quality.
  • Familiarity with network infrastructure concepts underpinning large-scale smart city deployments, including fibre optic backbones, VLANs, and enterprise switching environments.
  • Proven ability to manage complex multi-vendor environments with strong accountability for delivery, quality, and commercial performance.
  • Experience working in or with government, public sector, or regulated environments is a strong advantage.
  • Experience in KSA or broader GCC infrastructure or smart city programs is a significant advantage.
  • Strong leadership, communication, and team development skills.
  • Fluent in English. Arabic proficiency is a must-have.

Certifications

  • PMP - required.
  • PgMP - strongly preferred.
  • PRINCE2 or MSP - an advantage.
  • Any smart city, AI, or technology infrastructure-related certification is an advantage.

Regional Field Supervisor

Position Objective:

The OSP Senior Supervisor will be responsible for managing the quality Survey & Audit activities in the field..

Job Description & Responsibilities:

    • Manage the Quality Inspection tasks performed by Inspectors.
    • Ensure all Survey, Inspection & Audit work is performed according to the agreed project procedures, guidelines, checklists, and processes, including monitoring SLA and KPI performance.
    • Ensure site reports from the quality inspection teams are accurate, complete, and timely submitted.
    • Monitor the performance of the quality inspection team, and initiate corrective actions as required to ensure timely and accurate execution of the work.
    • Review site reports, identify discrepancies, technical issues, and other blocking issues, and escalate, as necessary.
    • Verify progress and quality of work of the contractors against the agreed specifications and report any deviations according to the project process.
    • Verify the accuracy and quality of all documents and site reports submitted by the contractors.
    • Prepare weekly Quality Survey & Audit progress report for the Regional Manager.
    • Schedule daily meetings with inspectors to follow progress of visits, corrective actions, and training to improve the inspectors’ work.
    • Perform site audits to validate inspection team output for quality, efficiency, and conformance to processes and procedures.


    Position KPIs

    • All work included in the Project schedule.
    • 90% of work completed as per approved Project schedule.
    • 95% of acceptance passed first time with less than 10 OILs  
    • Scheduled progress and quality reports submitted on time with complete information.
    • As-built costs as per overall budget; change management process utilised to control deviations at site level.  


Qualifications & Experience:

    ·       Minimum 3 years of telecommunication experience.

    ·       Bachelor of Science or equivalent in Engineering or Telecommunication

    ·       Deployment management and supervision experience.
