Position Objectives:

Position Objective:

The CME QC Inspector / Surveyor will be responsible for carrying out on-site quality assurance and quality control inspection, and independent survey checks of civil, mechanical, and electrical works across a national data center program, on behalf of the Client as Project Management Consultant. The role verifies that contractor work matches the approved design and applicable standards, including TIA-942, and maintains evidence-backed records that support a clean facility handover and commissioning. The ideal candidate will have practical site assurance experience and familiarity with the Syrian construction market.

Job Description & Responsibilities:

  • Inspect civil, structural, mechanical, and electrical works against approved drawings and technical specifications, with reference to TIA-942 and applicable ASHRAE and NFPA codes.
  • Perform independent setting out and check survey work covering levels, dimensions, alignments, and as-built verification using total station and auto level instruments.
  • Check material and mill test certificates against approved submittals before items are incorporated into the works.
  • Witness and sign off on theon the Inspection and Test Plan hold and witness points across all civil, mechanical, and electrical activities.

  • Practical experience in QA/QC, contractor management, construction oversight, procurement support, and change control.
  • Project Management Professional (PMP) certification required, with proficiency in Primavera P6 or Microsoft Project.
  • Substantive knowledge of the Syrian market, including local permitting processes and awareness of applicable sanctions regimes.
  • Strong communication and stakeholder management skills.

Technical Assistance Center (TAC)

Position Objective:

Technical Assistance Center (TAC) SME: Provide deep technical expertise to support the design of the TAC operating model across network, IT, and IXP domains; develop detailed L2 support specifications; and validate technical readiness ahead of Day-1 launch. Post-launch, the role transitions to governing the MSP TAC function.

Job Description & Responsibilities:

  • Develop detailed L2 technical support specifications across all domains covered by the TAC — including network (fiber/DWDM, IP/MPLS, subsea CLS), IT infrastructure (ITOC), and IXP (route server, BGP, member connectivity)
  • Define QoS-based fault classification criteria — latency, jitter, packet loss, and availability thresholds per severity level.
  • Define diagnostic tooling requirements and technical procedures for fault investigation and resolution across all domains, including multi-vendor faults.
  • DevelopDevelop the technical knowledge base framework and initial content for common fault scenarios per domain.
  • Support the TAC Lead in defining escalation procedures, L3 vendor interfaces, and training requirements.
  • Participate in readiness simulations and validate technical accuracy of support procedures.
  • Support acceptance testing of TAC tooling and validate technical readiness against defined criteria.
  • Contribute to OAT (Operational Acceptance Testing) by validating TAC tooling, diagnostic procedures, and knowledge base readiness.

Post Launch Governance:

  • Review MSP L2 fault investigation quality and validate adherence to agreed procedures.
  • Assess technical accuracy of MSP knowledge base updates and procedure changes.
  • Support TAC governance reviews with technical analysis of recurring fault patterns.
  • Identify QoS threshold or procedure gaps and recommend updates.
  • Support continual service improvement (CSI) efforts by providing technical analysis of recurring faults and recommending procedural or knowledge base enhancements.

Qualifications & Experience:

  • Minimum 8 years in telecommunications network operations with hands-on L2/L3 support experience.
  • Deep technical expertise in at least some of: fiber/DWDM, IP/MPLS, IT infrastructure, IXP, or subsea systems.
  • Experience developing technical procedures, support guides, and knowledge base content.
  • Familiarity with carrier-grade network diagnostic tools, OSS platforms, and ITSM systems.
  • Experience in a wholesale or carrier environment is advantageous.
  • Deep technical knowledge of fault diagnosis and resolution across optical, IP, IT, and IXP domains.
  • Strong analytical and problem-solving skills.
  • Familiarity with ITSM platforms, network management systems, and IT monitoring tools.
  • Strong written and verbal communication in English; Arabic is an advantage.
  • Experience with PMO, reporting tools, operational dashboards, and telecom systems is an advantage.
  • Hands-on experience with multi-vendor DWDM/OTN and IP/MPLS troubleshooting.
