CME Project Manager

Position Objective:

The CME Project Manager will be responsible for governing delivery of the Civil, Mechanical, and Electrical works package for an assigned facility on behalf of the Client, from construction through handover. Acting as the Owner's Engineer and Project Management Consultant, the role holds the contractor to the approved baseline plan and ensures delivery in accordance with the approved design, quality, safety, cost, and schedule requirements. The ideal candidate should have proven experience delivering large-scale construction or infrastructure projects in the Middle East market.


Job Description & Responsibilities

  • Oversee the contractor's Civil, Mechanical, and Electrical (CME) works across the assigned site.
  • Review and agree the contractor's detailed Project Implementation Plan from design completion through construction and handover.
  • Monitor contractor progress against the approved baseline schedule, identify delays early, and require recovery actions to protect the project timeline.
  • Verify that construction follows the approved High-Level Design, technical specifications, and project requirements.
  • Review and oversee construction activities through completion and final handover.
  • Review and assure QA/QC acceptance checklists, Inspection and Test Plan (ITP) records, Non-Conformance Report (NCR) closeouts, as-built documentation, and O&M manuals before Client acceptance.
  • Maintain the project risk and dependency log, and manage variations through formal change control with assessment of cost, schedule, and scope impacts.
  • Verify the contractor's HSE arrangements, ensuring method statements and permits are approved before high-risk activities.
  • Coordinate site access, work permits, and interface activities across contractors and stakeholders.
  • Confirm sanctions compliance on vendors and materials before they proceed to site.
  • Produce daily, weekly, and monthly project oversight reports and provide inputs to the Project Management Office for quality and performance reviews.
  • Provide technical guidance and coordination support to the wider project team throughout project delivery.


Qualifications & Experience:

  • Bachelor's degree in Civil, Mechanical, or Electrical Engineering, or a closely related discipline.
  • Minimum 6 to 8 years of project management experience in construction or infrastructure delivery across Civil, Mechanical, and Electrical disciplines.
  • Working knowledge of Primavera P6 or Microsoft Project.
  • Experience with FIDIC-based contract administration, variations, change control, and progress and cost tracking in an EPC environment.
  • Project Management Professional (PMP) certification required at hire or within three months of joining. PRINCE2 certification is also acceptable with demonstrated change control experience.
  • Demonstrated HSE competency such as NEBOSH or IOSH, obtained or in progress.

Cybersecurity & Network Security Project Lead

Position Objective:

Lead the project delivery of all cybersecurity and network security workstreams within the submarine cable system. Responsible for coordinating the deployment and integration of security infrastructure protecting cable landing stations, terrestrial backbone nodes, International Gateways (IGW), network management systems, and the submarine cable management network (SCMN). Ensure security hardening, perimeter protection, DDoS mitigation, and security operations capabilities are fully deployed and validated before each Ready for Service (RFS) milestone.

Job Description & Responsibilities:

  • Develop detailed project plans, schedules, and WBS for all cybersecurity delivery activities across landing stations, terrestrial nodes, and IGW/IXP sites.
  • Define milestones and the critical path for security platform deployment aligned with SLTE commissioning, IP/MPLS backbone activation, and IGW go-live dates.

Position Objectives:

Position Objectives:

Data Center Field Assurance Lead

Position Objective:

Lead and manage on-site quality and commissioning assurance activities across the program's mission-critical data center sites, ensuring that what is built and energized matches the approved design and acceptance criteria. The Field Assurance Lead will be responsible for ensuring that no facility is accepted into operations until the civil, mechanical, and electrical works have been witnessed, tested, and signed off against a documented go/no-go gate. The ideal candidate will bring strong commissioning and field assurance expertise gained on data centers or mission-critical facilities, with familiarity in post-conflict or frontier-market environments.

Job Description & Responsibilities:

  • Lead on-site quality assurance, quality control, and commissioning assurance across the program's sites, rotating to the most active work front.
  • Own the master Commissioning Plan and Integrated Test Plan as the program's Commissioning Authority.
  • Chair the commissioning readiness review ahead of each energization and handover.
  • Establish and run the witnessing program covering Inspection and Test Plans, hold and witness points, and acceptance checklists.

  • A current commissioning credential such as Commissioning Authority accredited by the AABC Commissioning Group, or Building Commissioning Professional by ASHRAE; a strong documented portfolio may be considered, subject to certification within 12 months of joining.
  • Familiarity with facility certification is an advantage; Uptime Institute Accredited Tier Designer and Accredited Tier Specialist are individual accreditations, while Tier Certification of Design Documents and Tier Certification of Constructed Facility apply to the facility, against a target of Tier III or Tier IV per site.

Electrical Design Engineer

Position Objective:

The AC/DC Power Design Engineer will lead the critical power and electrical design across the Client's national data center program, covering AC and DC distribution, uninterruptible power supply, medium and low voltage switchgear, standby generation, the DC power plant, earthing, and lightning protection. Acting as the Client's owner's engineer, the role designs, reviews, and assures the mission-critical work of the EPC contractors and equipment manufacturers, and does not self-perform construction. The ideal candidate brings strong critical-power design experience and a sound command of data center and mission-critical electrical practice in the Middle East market.

Job Description & Responsibilities:

The AC/DC Power Design Engineer owns the systems that keep the IT space energized, from design through commissioning and the quality gates.

  • Develop the high-level power design from utility intake through medium and low voltage switchgear, uninterruptible power supply, power distribution units, and the DC power plant.
  • Define the distribution topology that delivers the targeted Uptime Institute Tier (Tier III or Tier IV), including the static transfer switch and the maintenance isolation strategy.
  • Design the standby generator plant to suit an unreliable grid, covering rating selection, fuel autonomy, paralleling, and load-step acceptance.
  • Specify the minus 48 volt DC power plant, sizing rectifiers with N+1 redundancy and selecting batteries for the required autonomy.
  • Size uninterruptible power supply, switchgear, generators, and distribution to the agreed capacity and Tier based on the power load schedule.
  • Produce single-line diagrams together with load-flow, short-circuit, protection-coordination, arc-flash, and harmonic studies.
  • Design earthing, bonding, and lightning protection, and set the electrical power monitoring system that feeds the data center infrastructure management architecture.

Position Objectives

The Assurance & Supervision Lead is responsible for overseeing the quality, compliance, and workmanship standards of all design, construction, and fit-out activities across data centre sites in Syria. Operating within the Site Management domain and Real Estate department, the role ensures that all civil, structural, and MEP works are executed in accordance with approved designs, project specifications, and applicable regulatory requirements. The position acts as the primary quality gate between the contractor's field delivery and the project's acceptance milestones, providing independent assurance to the Site Management Lead and Project Manager throughout all phases of construction.

Job Description and Responsibilities

  • Supervise all on-site construction and installation activities across data centre projects in Syria, ensuring works are carried out in line with approved drawings, specifications, and project quality plans.
  • Conduct regular site inspections and quality audits across civil, structural, MEP, and finishing disciplines, documenting findings and issuing non-conformance reports (NCRs) where deviations from specification are identified.
  • Review contractor method statements, inspection and test plans (ITPs), and material submittals to confirm compliance with project requirements prior to work commencing on site.
  • Monitor contractors and subcontractors' performance on site, tracking progress against the construction programme and flagging delays, resource gaps, or workmanship concerns to the Site Management Lead without delay.
  • Maintain a complete site assurance log, including daily inspection records, photographic documentation, material test certificates, and close-out evidence for NCRs and corrective actions.
  • Support the handover process by verifying that all works, testing, and commissioning activities meet the defined acceptance criteria, and by contributing to the preparation of handover packages and snagging schedules.
  • Liaise with the design and engineering teams and external designers to resolve technical queries and RFIs raised on site, ensuring that clarifications are formally documented and communicated to all relevant parties.
  • Enforce health, safety, and environmental (HSE) requirements on site, working alongside the contractor's HSE representatives to ensure a safe working environment throughout the construction programme.

Qualifications and Experience

  • A bachelor's degree in civil engineering, electrical engineering, mechanical engineering, or a related technical discipline. Candidates with a diploma and substantial site supervision experience, rather than a degree, will be considered.
  • A minimum of 15 years of experience in construction supervision, quality assurance, or site management, preferably on data centre, critical facility, or large-scale infrastructure projects.
  • Syrian National will be preferred. 
  • Practical understanding of inspection and test plans (ITPs), non-conformance reporting (NCR) processes, and quality management systems as applied in a construction environment.
  • Familiarity with data centre infrastructure components, including raised floor systems, precision cooling, uninterruptible power supply (UPS), generator sets, and structured cabling, is an advantage.
  • Ability to read and interpret construction drawings, specifications, and technical submittals across civil, structural, and MEP disciplines.
