Position Objective:

The Strategy & Planning SME provides specialist expertise in the strategic planning and master programming of data centre projects across Syria, the role is responsible for translating project objectives into actionable delivery strategies, integrated programme plans, and resource frameworks that guide the project from inception through to completion. The position works closely with functional leads, design teams, and the Project Manager to ensure that planning decisions are grounded in realistic assumptions, aligned with business priorities, and supported by structured analytical outputs that enable informed decision-making at all levels of the project.


Job Description & Responsibilities:

  • Develop and maintain the overall project master programme, integrating inputs from land acquisition, design, procurement, construction, and commissioning workstreams to produce a coherent and realistic delivery schedule.
  • Lead the strategic planning process for data centre rollout across Syria, defining phasing options, sequencing logic, and dependency mapping in alignment with the client’s business objectives and capacity targets.
  • Prepare strategic planning documents, feasibility assessments, and options analyses to support project governance decisions and client briefings at key stage gates.
  • Monitor progress against the master programme regularly, identifying critical path deviations, float erosion, and emerging schedule risks, and proposing mitigation measures to keep the project on track.
  • Facilitate planning workshops and coordination meetings with functional SMEs, design leads, and the Project Manager to align workstream plans, resolve interface conflicts, and validate schedule assumptions.
  • Produce concise planning and strategy reports for internal and client audiences, covering programme status, key risks, phasing recommendations, and forward-looking planning for the next reporting period.
  • Support the Architecture & Planning domain in developing and refining planning standards, templates, and methodology guides to be applied consistently across the data centre programme in Syria.
  • Contribute to risk identification and management processes, ensuring that planning risks are captured in the project risk register with appropriate owners, likelihood assessments, and response plans.

Qualifications & Experience:

  • A Bachelor’s Degree in Engineering, Architecture, project management, or a related discipline is preferred. Candidates with substantial relevant experience and a strong portfolio of planning deliverables will be considered instead of a formal degree.
  • Minimum of 10 years of experience in project planning, programme management, or strategy development within the construction, infrastructure, or technology sector, with exposure to data centre, critical facilities or mega infrastructure projects being an advantage.
  • Proficiency in scheduling and programme management tools such as Primavera P6, Microsoft Project, or equivalent; familiarity with critical path method (CPM) and resource levelling techniques.
  • Demonstrated ability to develop multi-workstream programme plans and strategic delivery frameworks, with experience in presenting planning outputs to senior stakeholders and clients in a clear, structured manner.
  • Good analytical and problem-solving skills, with the ability to assess complex scheduling scenarios, identify interdependencies, and communicate options and recommendations concisely.
  • Full professional proficiency in Arabic is required; a working knowledge of English is an advantage for producing technical planning documents, reports, and correspondence with international project teams.

OSP Project Manager

Position Objective:

The OSP Project Manager is to manage vendors responsible for OSP Work and other stakeholders to achieve agreed Project deliverables within the approved schedules and maintain budget control.

Position Objective:

The Site Manager acts as the primary on-site representative of the project, directing contractors and site staff, coordinating with stakeholders, and reporting progress, risks, and issues to the Sr. Project Manager.

  • Manage day-to-day site operations across all disciplines (civil, structural, architectural, MEP, ELV, and fit-out) throughout the project construction, installation, and commissioning phases.

Position Objective:

The Mechanical Engineer supervises the Contractor's mechanical works, including heating, ventilation and air conditioning, plumbing, drainage and firefighting, across off-site manufacturing and on-site installation. The role reviews and approves the detailed design, drawings and submittals, witnesses commissioning, and accepts the works against the project requirements, specifications and Saudi codes, for the PMC's final approval.

Key responsibilities of the Mechanical & HVAC Engineer on the modular building construction supervision team:

  • Review and approve the mechanical detailed design and Issued-For-Construction (IFC) drawings from the Designer or the design-build Contractor, together with the Contractor's shop drawings and as-built drawings.
  • Review and approve the Contractor's method statements (MS), material approval requests (MAR), inspection and test plans (ITP) and prequalification documents (PQD) for mechanical subcontractors, before work or procurement starts.
  • Supervise installation of HVAC, plumbing, drainage and firefighting systems in the factory-built modules, and the on-site mechanical works during module erection and external infrastructure, covering connection of services, ductwork, piping and pumping.
  • Respond to the Contractor's material inspection requests (MIR) and work inspection requests (WIR) at the agreed hold and witness points, accepting compliant work or returning deliveries and works for rectification.
  • Witness the Factory Acceptance Test (FAT) of mechanical equipment such as pumps and chillers before items are released to site, and the Site Acceptance Test (SAT) after installation.
  • Witness mechanical testing, air and water balancing, and pre-commissioning and commissioning of HVAC, firefighting and plumbing systems, checking results against the design intent.
  • Confirm water-based fire protection meets the applicable codes such as NFPA 13, 14 and 20, and verify smoke-control and stairwell pressurisation systems.
  • Witness the fire-alarm and ELV integrated cause-and-effect interface test, and confirm life-safety functions perform as designed under Civil Defense requirements.
  • Review the commissioning document set, including the commissioning plan, testing and commissioning procedures and operation and maintenance (O&M) manuals, and oversee mechanical completion and punch-list close-out.
  • Raise Site Observation Reports (SORs) and Non-Conformance Reports (NCRs) when mechanical work fails specification, coordinate interfaces with the electrical, low-current and civil disciplines, and track each item to verified close-out.
  • Review the Contractor's mechanical quantities and payment applications as the first check before the PMC, maintain inspection records and as-built verification, and provide daily, weekly and monthly input to the Project Manager and the reporting cycle.

Qualifications & Experience:

  • An accredited bachelor's degree in mechanical engineering, with registration or eligibility with the Saudi Council of Engineers (SCE); Professional Engineer (PE) accreditation is preferred.
  • Minimum 8 years in mechanical construction supervision, covering HVAC, plumbing, drainage and firefighting systems on building or infrastructure projects.
  • Working knowledge of HVAC, firefighting and plumbing design and installation, with awareness of ASHRAE guidance and the applicable NFPA and Saudi codes; able to review and verify HVAC load calculations, drawings and models.

Position Objective:

The QC Inspector - MEP is responsible for implementing quality control inspection and testing activities for all Mechanical, Electrical, and Plumbing (MEP) works within the data centre and technical building construction activities. The role ensures that critical MEP systems, including HV/LV power distribution, UPS, standby generation, precision cooling, fire suppression, and plumbing and drainage infrastructure, are installed, tested, and commissioned in strict compliance with approved IFC drawings, project specifications, Inspection and Test Plans (ITPs), and applicable international standards.

Job Description & Responsibilities:

  • Implement the project Quality Control Plan for all MEP installation, testing, and pre-commissioning activities within the data centre and technical building facilities.
  • Review and verify that MEP installations are executed in accordance with approved IFC drawings, specifications, equipment data sheets, and manufacturer installation guidelines before and during construction.
  • Conduct inspection and witness activities as per the approved ITPs for MEP systems.
  • Witness and document pre-commissioning and commissioning tests for MEP systems, verifying results against approved testing and commissioning procedures and FAT records.

  • Issue Non-Conformance Reports (NCRs) for any MEP installations or materials found to be non-compliant and track corrective actions through to satisfactory close-out.
  • Maintain complete and accurate QC inspection records, test reports, equipment certificates, and photographic evidence for all MEP scope, ensuring full traceability.
  • Prepare daily QC inspection logs and contribute to weekly QC status reports submitted to the Site Manager.
  • Support the compilation of MEP As-Built drawings and handover documentation, including O&M manuals, commissioning records, test result dossiers, and warranty certificates. 

Qualifications & Experience:

  • Bachelor’s degree or Diploma in Electrical Engineering or Mechanical Engineering.
  • Minimum 8 years of QC inspection experience on MEP construction projects, with at least 4 years on data centre, mission-critical or mega infrastructure projects.
  • Practical experience witnessing and documenting electrical installation tests (insulation resistance, earth continuity, HV withstand) and mechanical tests (pressure testing, air and water balancing).
  • Familiarity with UPS and battery system installation requirements, generator set commissioning procedures, and precision cooling system pre-commissioning checks.
  • Experience with ITP-based quality management systems and NCR issuance and tracking procedures.

Position Objective

Lead and manage contract governance, compliance, administration, and change management activities for contracts between client (Telecom) and Specialized and other subsidiaries supporting the Program. Ensure contractual obligations, scope, changes, risks, and commercial requirements are effectively controlled and aligned with program objectives. Report to the Project Control Head on contract management, governance, compliance, and change control activities.

  • Establish and maintain effective contract governance and administration processes throughout the contract lifecycle.

  • Proven experience in contract administration, governance, compliance, change management, variations, amendments, and contract negotiations.
  • Experience managing contracts associated with large and complex telecom/network infrastructure projects is highly desirable.
  • Strong understanding of contract structures, contractual obligations, commercial terms, SLAs/KPIs, change control, and risk management.

Position Objective:

Execute end-to-end implementation and activation of service circuits and international capacity services across the submarine cable network. Responsible for translating approved circuit designs into live configurations, managing wavelength activation on submarine and terrestrial DWDM systems, IP/MPLS circuit provisioning, cross-connect patching at landing stations, end-to-end testing, and service turn-up. Ensure all service circuits are implemented accurately, within SLA timelines, and validated against capacity allocation records and submarine system operating parameters.

Job Description & Responsibilities:

  • Implement and activate international capacity circuits across submarine cable segments and terrestrial backhaul infrastructure.
  • Execute wavelength activation, transponder provisioning, and OTN circuit configuration on SLTE and terrestrial DWDM/ROADM platforms.
  • Configure IP/MPLS service circuits including L2VPN, L3VPN, EVPN, and internet transit services across the backbone.
  • Perform cross-connect patching, fiber assignments, and optical distribution frame (ODF) terminations at landing stations and colocation facilities.

  • Coordinate with SLTE vendor support for complex submarine wavelength provisioning and troubleshooting.
  • Troubleshoot circuit implementation failures, OSNR degradation on submarine paths, configuration errors, and connectivity issues.
  • Escalate complex issues to design specialists, optical engineers, or SLTE vendor support as required.
  • Maintain implementation issue logs and contribute to root cause analysis for submarine circuit activation problems.

BIM Designer

Position Objective:

The BIM Designer is responsible for producing accurate and coordinated Building Information Models across all disciplines- architectural, structural, MEP and ELV/ICT, in compliance with the project BIM Execution Plan (BEP), TIA-942 / EN 50600 spatial requirements, and client Level of Development (LOD) protocols. The role ensures that design intent is faithfully translated into clash-free, construction-ready models that support downstream procurement, fabrication, and facilities management workflows.

Job Description & Responsibilities:

  • Develop and maintain detailed 3D BIM models for data centre and technical buildings across all disciplines using Autodesk Revit, Navisworks, and associated platforms in alignment with the project BIM Execution Plan (BEP).
  • Coordinate with Architectural, Structural, MEP, and ELV/ICT Engineers to integrate federated models and resolve clashes using Navisworks Modulars.
  • Produce deliverables at the required Level of Development (LOD 300-400) as stipulated in the BEP, ensuring spatial clearances for critical equipment such as UPS systems, PDUs, precision cooling units, and cable management infrastructure comply with TIA-942 and EN 50600 requirements.
  • Generate coordinated drawing sets and equipment layout plans from the BIM environment for issue to the design team and contractors.
  • Maintain the Common Data Environment (CDE) on Autodesk Construction Cloud / BIM 360, ensuring all model uploads, transmittals, and revision control adhere to the project information management protocol.
  • Perform quantity take-off and material scheduling directly from the model to support procurement and cost planning activities.
  • Prepare and issue clash detection reports, model progress reports, and BIM compliance status updates to the Project Manager and Design Manager.
  • Participate in BIM coordination meetings, design review sessions, and model walk-throughs with stakeholders.

Qualifications & Experience:

  • Bachelor’s degree in engineering or a closely related discipline.
  • Minimum 5 years of BIM modelling experience on complex infrastructure or mission-critical projects.
  • Proficiency in Autodesk Revit (MEP, Architecture, and Structure), Navisworks Manage, and AutoCAD.
  • Experience producing models for Mechanical, Electrical, and ELV/ICT systems.
  • Familiarity with Dynamo for BIM automation and parametric modelling is an advantage.
  • Strong understanding of coordinated design processes and multi-discipline integration in federated model environments.
