OSP Project Manager

Position Objectives:

The OSP Project Manager is to manage vendors responsible for OSP work, contractors, and other stakeholders to achieve agreed project deliverables within the approved schedules and maintain budget control.


Job Description & Responsibilities:

  • To manage and follow up on E2E activities in the project, maintain progress as per the project schedule with all contractors and related stakeholders.
  • Agree on monthly targets with the senior project manager and manage the teams against these targets.
  • Provide support and prepare Management Plans, including Communication, Escalation, Implementation timelines, and Handover procedures
  • Coordinate with the senior project manager to define and verify the WBS and timelines, and discuss, propose, and recommend a technical solution
  • Prepare project implementation plans and project procedures in coordination with affected STC departments and the contractors as per STC targets.
  • Establish a mechanism to identify gaps and track, review, and clarify problems and issues raised in the project, and also identify corrective actions needed to resolve project-blocking issues.
  • Chair meetings with vendors/contractors and participate in other project coordination meetings concerning his area.
  • Immediate escalation to the senior project manager for any blocking issues.
  • Coordinate with other sections, departments, and managers for proper and timely delivery of the project as per the HPIP.
  • Identify, track, and mitigate all project-related Risks and provide regular Reports for the entire Project duration
  • Monitor and approve any change requests, following the approved Change Management Process
  • Ensure that results are compiled, documented, and handed over to the client in the required format, quantity, and quality, and ensure timely and correct presentation and explanation of results.
  • Prepare section-related reports and provide project information to the Project Control group for incorporation in Project reports
  • Verify and approve the Project Closing documentation and handover documents
  • Receive and perform assigned tasks as directed by the senior project manager.
  • Conduct regular reviews of changing project requirements, organisation, and resource needs, and provide recommendations for changes accordingly.


Qualification & Experience:

  • University degree in civil engineering or equivalent; formal education in structural engineering is an advantage.
  • Minimum 8 years of telecommunication experience with at least 4 years in an OSP management position within a telecom organisation.
  • PMP certification will be an advantage
  • Extensive knowledge and professional experience in the design and execution of civil works and electromechanical installations, project reporting, and coordination.
  • Formal training in project management techniques and methodologies (PMI, PRINCE, or similar) will be considered an advantage.

MEP Project Manager

Position Objective:

The MEP Project Manager is responsible for managing the delivery of all Mechanical, Electrical, and Plumbing (MEP) works within the data centre and technical buildings project. The role ensures that critical MEP systems, including HV/LV power distribution, UPS, standby generation, precision cooling, fire suppression, and plumbing infrastructure, are designed, procured, installed, tested, and commissioned in accordance with project specifications, applicable international standards, and the master project programme.

Job Description & Responsibilities:

  • Manage the full MEP scope delivery across all data centre and technical building facilities, including HV/MV switchgear, transformers, LV distribution boards, UPS systems, standby diesel generators, PDUs, precision cooling (CRAC/CRAH and chilled water systems), BMS, domestic plumbing, and drainage.
  • Review and monitor contractor MEP construction program, ensuring alignment with the master project schedule and identifying critical path risks, interface clashes with CSA works, and recovery opportunities.
  • Support & Monitor reviewing IFC drawings, engineering calculations, equipment data sheets, and material submittals for MEP systems, coordinating sign-off with the Design Manager and appropriate technical discipline leads.
  • Oversee and manage the MEP commissioning program, including pre-commissioning checks, Factory Acceptance Tests (FATs), Site Acceptance Tests (SATs), Integrated System Testing (IST), and Operational Readiness Review (ORR) milestones, in coordination with the commissioning team.
  • Conduct regular site inspections and progress monitoring visits to verify quality of MEP installations, equipment installation sequences, and compliance with approved specifications and manufacturer requirements.
  • Manage the RFI process for all MEP-related design queries, ensuring timely and technically sound responses from the design team and specialist vendors.
  • Chair and minute MEP-specific progress and coordination meetings with the contractor, commissioning teams, and client representatives.
  • Review and assess contractor variation claims, extension of time requests, and change orders relating to MEP scope, providing technical recommendations to the Senior Project Manager.

  • Coordinate MEP works with parallel CSA, ELV/ICT, and specialist trades to maintain program sequencing and prevent interface delays.
  • Oversee production and review of MEP As-Built documentation, O&M manuals, commissioning records, and handover packages.
  • Track and report MEP-specific KPIs covering program, quality, cost, and HSE to the Senior Project Manager on a weekly basis.

Qualifications & Experience:

  • Bachelor’s degree in electrical or telecommunication or equivalent from a recognised university.
  • Minimum 10 years of project management or senior site management experience on major MEP construction projects, with at least 4 years specific to data centre, mission-critical facility or mega infrastructure programs.
  • Deep technical knowledge of data center MEP systems including HV/MV power distribution, LV switchgear and distribution, UPS (IEC 62040-3), diesel generators, precision cooling (CRAC/CRAH, chilled water), BMS, and earthing and bonding systems.

Position Objective:

Own the HSE strategy, governance, and on-site enforcement across all work areas/PODs to achieve zero harm and full compliance with applicable regulations, client requirements, and project standards. Act as the senior HSE authority for PMC/Client, driving proactive risk management, contractor HSE performance, and a strong safety culture across construction and commissioning activities.

  • Develop, implement, and maintain the Project HSE Plan, including objectives, KPIs, roles/responsibilities, and site-specific procedures aligned to project scope and risk profile.

  • Give final review and approval of the Contractor's Method Statements (MS) and Material Approval Requests (MAR) for ELV works after the CSC's first-line check, for the Client's endorsement.
  • Review the CSC's inspection records for ELV and low-current installations covering fire alarm and detection, closed-circuit television (CCTV), access control, intrusion detection, public address and voice alarm, building management system (BMS) integration wiring and field devices, structured cabling, data cabling and passive network infrastructure, and audio-visual systems.
  • Carry out surveillance and oversight audits and spot checks off-site in the factory and on site, verifying that the CSC inspects containment, cable routing, terminations, labelling, segregation from power cabling and structured-cabling installation against the approved design.
  • Review the CSC's Material Inspection Request (MIR) and Work Inspection Request (WIR) records at each hold and witness point, audit that the CSC accepted or returned the works correctly, and rely on those records for final approval and payment certification.
  • Review the CSC's witnessed ELV testing and commissioning records, including point-to-point and continuity tests, structured-cabling certification, functional verification of IP-based devices including VLAN, PoE and network connectivity checks, and cause-and-effect testing for fire alarm and integrated systems, and give final acceptance of the results.
  • Review and give final acceptance of the ELV scope of Factory Acceptance Tests (FAT) before each module ships off-site in the factory and Site Acceptance Tests (SAT) once installed, after the CSC witnesses, and verify inter-module ELV connections are recorded on site.
  • Govern the Non-Conformance Report (NCR) process for the discipline at program level, monitor NCR and Site Observation Report (SOR) trends raised by the CSC, verify close-out, and give final review of ELV Requests for Information (RFI) after the CSC.
  • Audit that the CSC verifies the calibration certificates of test and measuring equipment before that equipment is relied on for acceptance, and review the completeness of the Contractor and CSC quality records.
  • Govern ELV quality standards and key performance indicators (KPI) for the discipline, report quality performance and trends to the QA/QC Manager, and direct corrective measures across the CSC and Contractor.
  • Review and give final acceptance of ELV as-built drawings, operation and maintenance (O&M) manuals, warranties and defects close-out at handover, and govern tracking of items through the Defects Liability Period (DLP).

Position Objective:

The Design Manager is responsible for leading and coordinating the multi-disciplinary design effort across all Data Centre and Technical Building facilities within the programme, ensuring that design outputs from concept through to Issued for Construction (IFC) are technically compliant, fully coordinated, and delivered on schedule. The role provides single-point design governance on behalf of the Company, interfacing with the client technical teams, design consultants, specialist vendors, and the contractors to ensure design integrity is maintained throughout the project lifecycle.

Job Description & Responsibilities:

  • Lead and coordinate the multi-disciplinary design efforts across Architect, Civil, Structure, Electrical, Mechanical, ELV/ICT, and specialist systems for all Data Centre and Technical Building facilities within the programme.
  • Establish and implement the Design Management Plan, including design review procedures, information release schedule, drawing numbering conventions, and transmittal protocols aligned with the project BIM Execution Plan (BEP).
  • Review all design deliverables including High Level Design (HLD), Detailed Design, IFC drawings, specifications, and engineering calculations for technical compliance with client requirements, project specifications, and applicable standards including TIA-942, EN 50600, ASHRAE A2, IEC 60364, and IEC 62040-3.

Qualifications & Experience:

  • Bachelor's degree in Electrical Engineering, Mechanical Engineering, or a closely related discipline relevant to data centre infrastructure; a Master degree is an advantage.
  • Minimum 15 years of multi-disciplinary design or design management experience on large-scale infrastructure or mission-critical projects, with at least 5 years in a Design Manager on data centre or mega infrastructure projects.

Project Manager - Construction Supervision Consultant

Position Objective:

The Project Manager leads the construction supervision team on a modular building site and is the team's main point of contact with the Client and the PMC. The role directs supervision of the Contractor's off-site manufacturing and on-site works, governs the review and approval of the Contractor's detailed design, drawings and submittals, and certifies progress and payment before the PMC's final approval.

Job Description & Responsibilities:

The Project Manager leads the construction supervision team on the modular building site and is the team’s primary interface with the Client and the PMC. Key responsibilities:

  • Lead the site supervision team and serve as the primary interface to the Client and the PMC for the site.
  • Review and approve the detailed design and Issued-For-Construction (IFC) drawings from the Designer or design-build Contractor, together with the Contractor’s shop drawings and as-built drawings.
  • Direct supervision across the off-site factory works and the on-site infrastructure, foundations, earthworks, logistics and module installation.
  • Govern the Contractor’s submittal and inspection workflow - confirming method statements (MS), material approval requests (MAR), inspection and test plans (ITP) and prequalification documents (PQD) are reviewed and approved, and material inspection requests (MIR) and work inspection requests (WIR) closed at hold and witness points - as the first check before the PMC.
  • Stop any activity that departs from the approved drawings, Bill of Quantities, technical specifications or applicable Saudi codes and authority requirements, and require it corrected before it proceeds.
  • Govern quality assurance and quality control; confirm Non-Conformance Reports (NCRs) and Site Observation Reports (SORs) are raised and tracked, and verify corrective action through to close-out.
  • Oversee the Contractor’s Health, Safety and Environment (HSE) arrangements, confirm method statements and permits are in place, and report non-compliance to the PMC.
  • Govern Contractor variations, change orders and extension-of-time claims, testing each on its merits before recommending to the PMC.
  • Review the Contractor’s invoices, quantity surveying and payment certification as the first check, then recommend each payment certificate to the PMC for final approval.
  • Track progress against the approved baseline schedule, catch slippage early, and require recovery action that protects the program milestones.
  • Witness and verify testing and commissioning of installed systems, including the Factory Acceptance Test (FAT) and Site Acceptance Test (SAT), through to provisional acceptance.
  • Confirm the handover pack is complete before the Client accepts the works - as-built drawings, operation and maintenance manuals, warranties and the close-out snag list.

Qualifications & Experience:

  • An accredited bachelor’s degree in civil or architectural engineering, with registration or eligibility with the Saudi Council of Engineers (SCE); Professional Engineer (PE) accreditation is preferred.
  • 15+ years in construction or engineering supervision, including at least 5 years as a Project Manager or Resident Engineer on building or infrastructure projects.
  • Project Management Professional (PMP) certification.
  • Practical command of design and drawing review, Contractor coordination, quantity surveying and payment certification, variation and claims governance, and quality and HSE oversight in a supervision or PMC setting.
