Position Objective:
Own the HSE strategy, governance, and on-site enforcement across all work areas/PODs to achieve zero harm and full compliance with applicable regulations, client requirements, and project standards. Act as the senior HSE authority for PMC/Client, driving proactive risk management, contractor HSE performance, and a strong safety culture across construction and commissioning activities.
Job Description & Responsibilities:
- Develop, implement, and maintain the Project HSE Plan, including objectives, KPIs, roles/responsibilities, and site-specific procedures aligned to project scope and risk profile.
- Lead review and approval of risk assessments, method statements (HSE sections), lifting plans, and task-specific safe work procedures; ensure controls are practical, communicated, and implemented at the site.
- Establish and enforce Permit-to-Work (PTW) systems for high-risk activities, including hot works, electrical works, work at height, confined space, lifting operations, and excavations; verify permit discipline and isolation/LOTO coordination as applicable.
- Conduct routine site safety walks, inspections, and formal audits; identify unsafe acts/conditions, issue corrective actions, and verify closure through follow-up activities.
- Monitor contractor HSE compliance, manpower competence, and supervision effectiveness; conduct HSE performance reviews, enforce improvement plans, and escalate repeated non-compliance where required.
- Lead incident and near-miss reporting, investigation, and root-cause analysis; prepare corrective and preventive action plans (CAPA), track close-out actions, and communicate lessons learned across project teams.
- Plan and oversee toolbox talks, safety briefings, and awareness campaigns based on observed risk trends, including electrical safety, lifting operations, dropped objects, and housekeeping.
- Develop and validate emergency response procedures, including fire, medical, evacuation, and emergency preparedness activities; coordinate drills and ensure workforce readiness.
- Prepare daily, weekly, and monthly HSE reports including inspections, observations, PTW compliance, TRIR/LTI statistics, near-miss reports, and risk trend analysis.
- Coordinate closely with Site Managers, Project Managers, and QA/QC teams to ensure HSE requirements are integrated into project planning and execution activities.
- Ensure all HSE records and documentation, including inductions, PTW logs, training records, risk assessments, audit reports, and incident files, are maintained and audit-ready.
Qualifications & Experience:
- Diploma in
HSE or a related field.
- Minimum 10 years of construction HSE experience, preferably within large-scale industrial or mission-critical projects involving multiple contractors and fast-track project environments.
- Strong knowledge of PTW systems, RAMS review, incident investigation, and contractor HSE governance.
- Professional certifications such as NEBOSH or IOSH are preferred.
- Additional certifications in incident investigation, auditing, or high-risk work controls are considered an advantage.
- Strong leadership, communication, reporting, and stakeholder management skills with the ability to enforce compliance and drive continuous HSE improvement on site.
