Position Objective:

The Business Process Engineer studies, documents, and redesigns business processes across the organization, identifying inefficiencies and supporting their resolution through automation and digitization. Spanning the full BPM lifecycle from current-state discovery to implementation, the role bridges business units and IT teams to ensure process designs are accurately translated into systems and automation solutions, working under the direction of the Business Excellence Lead.

Job Description & Responsibilities:

    ·       Conduct thorough discovery sessions with stakeholders to understand current operations, pain points, and process interdependencies.

Position Objective:

The Project Manager leads the construction supervision team on a modular building site and is the team's main point of contact with the Client and the PMC. The role directs supervision of the Contractor's off-site manufacturing and on-site works, governs the review and approval of the Contractor's detailed design, drawings and submittals, and certifies progress and payment before the PMC's final approval.

Job Description & Responsibilities:

The Project Manager leads the construction supervision team on the modular building site and is the team’s primary interface with the Client and the PMC. Key responsibilities:

  • Lead the site supervision team and serve as the primary interface to the Client and the PMC for the site.
  • Review and approve the detailed design and Issued-For-Construction (IFC) drawings from the Designer or design-build Contractor, together with the Contractor’s shop drawings and as-built drawings.
  • Direct supervision across the off-site factory works and the on-site infrastructure, foundations, earthworks, logistics and module installation.
  • Govern the Contractor’s submittal and inspection workflow - confirming method statements (MS), material approval requests (MAR), inspection and test plans (ITP) and prequalification documents (PQD) are reviewed and approved, and material inspection requests (MIR) and work inspection requests (WIR) closed at hold and witness points - as the first check before the PMC.
  • Stop any activity that departs from the approved drawings, Bill of Quantities, technical specifications or applicable Saudi codes and authority requirements, and require it corrected before it proceeds.
  • Govern quality assurance and quality control; confirm Non-Conformance Reports (NCRs) and Site Observation Reports (SORs) are raised and tracked, and verify corrective action through to close-out.
  • Oversee the Contractor’s Health, Safety and Environment (HSE) arrangements, confirm method statements and permits are in place, and report non-compliance to the PMC.
  • Govern Contractor variations, change orders and extension-of-time claims, testing each on its merits before recommending to the PMC.
  • Review the Contractor’s invoices, quantity surveying and payment certification as the first check, then recommend each payment certificate to the PMC for final approval.
  • Track progress against the approved baseline schedule, catch slippage early, and require recovery action that protects the program milestones.
  • Witness and verify testing and commissioning of installed systems, including the Factory Acceptance Test (FAT) and Site Acceptance Test (SAT), through to provisional acceptance.
  • Confirm the handover pack is complete before the Client accepts the works - as-built drawings, operation and maintenance manuals, warranties and the close-out snag list.

Qualifications & Experience:

  • An accredited bachelor’s degree in civil or architectural engineering, with registration or eligibility with the Saudi Council of Engineers (SCE); Professional Engineer (PE) accreditation is preferred.
  • 15+ years in construction or engineering supervision, including at least 5 years as a Project Manager or Resident Engineer on building or infrastructure projects.
  • Project Management Professional (PMP) certification.

  • Gather, evaluate, and prioritize business requirements from different stakeholders to ensure they are aligned with strategic objectives. Coordinate with technical and business teams to assess feasibility, dependencies, and delivery timelines.

  • Develop and maintain a standardized cost catalogue for network platforms, services, hardware, software licenses, and operational activities. Provide transparent cost references to support budgeting, business case development, and investment decisions.
  • Estimate the capital (CAPEX) and operational (OPEX) costs associated with new business initiatives using the cost catalogue and infrastructure requirements. Produce accurate financial estimates that support management approvals and demand planning.
  • Identify emerging technologies and network capabilities that can create new revenue opportunities or improve customer experience. Work closely with business units to develop use cases, evaluate commercial viability, and support the introduction of innovative telecom services.

Qualifications & Experience:

  • Bachelor’s degree in Engineering, Information Systems, or a related field.
  • 12+ years of experience in telecommunication industry, with a clear in-depth exposure on Mobile Core network
  • Experience with major suppliers and Communications Service Providers are highly desirable
  • Deployment plan preparation with impact analysis with different stake-holders

The Contractor delivers and the CSC supervises and approves HSE first-line; the PMC audits the CSC's and Contractor's HSE records, verifies safe systems of work and environmental compliance, and gives the final HSE assurance and approval for the Client's endorsement.

  • Review and give final approval of the Contractor's HSE plan, environmental controls, emergency procedures, HSE method statements (MS) and risk assessments, and subcontractor and major-plant prequalification documents (PQD), after the CSC's first-line review, before activities start at the factory and on site.
  • Audit the CSC's day-to-day HSE supervision across off-site module fabrication and on-site infrastructure, foundations, earthworks, logistics and module installation, confirming the approved HSE plan is enforced.
  • Verify that the CSC administers permit-to-work, lifting plans and lockout/tagout (LOTO) for cranes, hot work, working at height, confined spaces and energised systems, and audit that high-risk activities start only after permits are verified and in place.
  • Carry out surveillance and oversight audits and unannounced spot checks at the factory and on site, confirm the CSC logs findings and sets corrective actions with clear close-out dates, and monitor that stop-work authority is exercised whenever conditions warrant.
  • Review the CSC's witnessing of HSE arrangements during testing, commissioning and energisation, and audit that temporary-works, traffic-management and fire-layout drawings are reviewed before the related work begins.
  • Audit that the CSC verifies the competency and certification of operatives and plant, and that lifting-gear, PPE and hazardous-material and waste documentation are checked before anything is accepted onto the works.
  • Govern the incident, near-miss and unsafe-condition process at program level, review the CSC's root-cause investigations, and verify corrective and preventive actions (CAPA) are tracked to verified close-out.
  • Govern the Non-Conformance Report (NCR) and Site Observation Report (SOR) process for HSE, monitor safety-breach trends raised by the CSC, verify close-out, and escalate any unresolved item to the Client in writing.
  • Verify that the CSC confirms dust and air, noise, water discharge, spill control, waste handling and housekeeping meet National Center for Environmental Compliance (NCEC) and Ministry of Environment, Water and Agriculture (MEWA) requirements, with fire and life-safety to Civil Defense / SALAMA standards.
  • Govern the HSE quality-management-system interface, auditing that HSE records are complete and traceable and that ISO 45001, ISO 14001 and ISO 9001 requirements are applied consistently across the CSC and the Contractor.
  • Provide HSE assurance input to the PMC's payment review, flagging any outstanding HSE items before progress is certified.
  • Consolidate the CSC's daily, weekly and monthly HSE reports and safety statistics into the PMC's periodic safety reviews and governance dashboards, and report HSE performance and trends to PMC management.

Qualifications & Experience:

  • Bachelor's degree in engineering or occupational safety is an advantage; the NEBOSH International General Certificate (IGC) plus proven site HSE leadership is the core requirement.
  • Minimum 8 years in construction health and safety on building, infrastructure or industrial projects, including auditing or governing contractor and supervision-consultant HSE on active sites rather than first-line supervision alone.
  • NEBOSH International General Certificate (IGC) is mandatory.
  • Sound command of permit-to-work systems, risk assessment, incident investigation, working at height, lifting operations, confined-space and energised-system safety.
  • Working knowledge of HSE and quality management systems (ISO 45001, ISO 14001 and ISO 9001) and of the audit and Non-Conformance Report (NCR) governance process.
  • IOSH Managing Safely is preferred; OSHA 30-Hour Construction and ISO 45001 Lead Auditor or awareness are welcome.
  • Experience with modular, precast or prefabricated (off-site) construction — including volumetric modular or Design for Manufacture and Assembly (DfMA) programs — is preferred.
  • Saudi or Gulf (GCC) construction experience and familiarity with Civil Defense / SALAMA life-safety and NCEC / MEWA environmental requirements are highly preferred; Saudi Council of Engineers (SCE) registration or eligibility is an advantage.
  • Good written and spoken English for safety records, audits and reporting; Arabic is an advantage.
