Key responsibilities of the Mechanical & HVAC Engineer on the modular building construction supervision team:

• Review and approve the mechanical detailed design and Issued-For-Construction (IFC) drawings from the Designer or the design-build Contractor, together with the Contractor's shop drawings and as-built drawings.
• Review and approve the Contractor's method statements (MS), material approval requests (MAR), inspection and test plans (ITP) and prequalification documents (PQD) for mechanical subcontractors, before work or procurement starts.
• Supervise installation of HVAC, plumbing, drainage and firefighting systems in the factory-built modules, and the on-site mechanical works during module erection and external infrastructure, covering connection of services, ductwork, piping and pumping.
• Respond to the Contractor's material inspection requests (MIR) and work inspection requests (WIR) at the agreed hold and witness points, accepting compliant work or returning deliveries and works for rectification.
• Witness the Factory Acceptance Test (FAT) of mechanical equipment such as pumps and chillers before items are released to site, and the Site Acceptance Test (SAT) after installation.
• Witness mechanical testing, air and water balancing, and pre-commissioning and commissioning of HVAC, firefighting and plumbing systems, checking results against the design intent.
• Confirm water-based fire protection meets the applicable codes such as NFPA 13, 14 and 20, and verify smoke-control and stairwell pressurisation systems.
• Witness the fire-alarm and ELV integrated cause-and-effect interface test, and confirm life-safety functions perform as designed under Civil Defense requirements.
• Review the commissioning document set, including the commissioning plan, testing and commissioning procedures and operation and maintenance (O&M) manuals, and oversee mechanical completion and punch-list close-out.

• Working knowledge of HVAC, firefighting and plumbing design and installation, with awareness of ASHRAE guidance and the applicable NFPA and Saudi codes; able to review and verify HVAC load calculations, drawings and models.

• Review and approve the architectural detailed design and Issued-For-Construction (IFC) drawings as they apply to factory production, together with the Contractor's shop drawings, material samples and as-built records for the modules.
• Review and approve the Contractor's method statements (MS), material approval requests (MAR) and inspection and test plans (ITP) for the factory architectural and finishing works, before production or procurement starts.
• Supervise the architectural and finishing works on the factory production line, including partitions, ceilings, flooring, joinery, doors and ironmongery, wall finishes, painting and the internal fit-out built into each module.
• Inspect first-article modules and confirm the repeatable quality of the standardised, manufacture-and-assembly design across the production run.
• Inspect mock-ups, materials and samples in the factory, and accept or reject them against the approved specifications and samples.
• Respond to the Contractor's material inspection requests (MIR) and work inspection requests (WIR) at the agreed factory hold and witness points, approving compliant work or returning it for rectification.
• Treat passive fire protection built in the factory, including fire-rated partitions, fire-stopping and rated doorsets, as a hold point before it is concealed.
• Witness the architectural scope of the Factory Acceptance Test (FAT) and confirm each module is complete, protected and ready for transport before it ships to site.
• Coordinate the factory architectural interface with the structural and MEP works, and hand over the module status and any open items to the on-site Architectural Engineer.
• Raise Site Observation Reports (SORs) and Non-Conformance Reports (NCRs), track them to verified close-out, and review the Contractor's factory finishing quantities and payment applications as the first check before the PMC.

• An accredited bachelor's degree in architectural engineering, with registration or eligibility with the Saudi Council of Engineers (SCE); Professional Engineer (PE) accreditation is preferred.
• Minimum 8 years in architectural and building finishing supervision, with experience in a manufacturing, off-site or modular production environment.
• Sound knowledge of finishing trades, fit-out, material and mock-up acceptance, passive fire protection, Saudi codes and applicable international standards.
• Practical command of the submittal and inspection workflow: method statements, material and work inspection requests, inspection and test plans, and Non-Conformance Reports.
• Fluent with mainstream project and supervision systems (for example Primavera P6, Aconex and AutoCAD), and quick to adopt the Consultant's in-house systems.
