Supports the execution of procurement activities in the telecom industry or fiber rollout, ensuring timely sourcing, purchasing, and delivery of materials and services in accordance with approved procedures, budgets, and technical requirements 

Job Description and Responsibilities

  • Manage the end-to-end procurement process for assigned categories, from requisition to purchase order and delivery tracking
  • Conduct supplier research, sourcing, and competitive tendering to achieve best value and fit-for-purpose solutions
  • Negotiate commercial terms, pricing, and service levels with suppliers to secure favorable agreements
  • Prepare, review, and administer contracts and procurement documentation in line with policy
  • Evaluate supplier performance and implement corrective actions where necessary

Qualifications and Required Skills

  • Bachelor's degree in Business, Supply Chain Management, Finance, or a related discipline
  • Minimum 5 years of experience in procurement, purchasing, or a similar role within a Telecom Operator environment
  • CIPS certification is preferable

Position Objective:

Act as the technical authority for telecom asset identification and asset lifecycle management standards. Define and govern asset data requirements, survey standards, lifecycle governance processes, reconciliation methodologies, and quality controls across telecom network and site assets to ensure accurate, standardized, and audit-ready asset information.


Job Description & Responsibilities:

  • Serve as the Subject Matter Expert (SME) for telecom asset management, asset identification, lifecycle status management, and asset data governance.
  • Define and enforce asset management standards, including mandatory asset attributes, naming conventions, tagging methodologies, serial/model capture standards, location hierarchy, evidence requirements, and exception handling processes.
  • Provide technical guidance for the identification and classification of telecom and datacenter/network equipment, including chassis, shelves, cards, modules, optics, power systems, racks, and related infrastructure assets.

Position Objective:

The Material Specialist is responsible for overseeing the procurement assurance, inspection, tracking, and site management of all materials and equipment procured for the data centre and technical building project. The role ensures that only approved, specification-compliant materials are incorporated into the works, that the material supply chain is aligned with the construction programme, and that accurate material records are maintained throughout the project lifecycle from submittal approval through to installation verification and close-out.

Job Description & Responsibilities:

  • Manage the end-to-end material control workflow, including review of material submittals, tracking approval status, monitoring procurement schedules, coordinating delivery logistics, and confirming site receipt against approved specifications.
  • Maintain a comprehensive Material Submittal Register (MSR) tracking all materials and equipment from initial submission through to approval, procurement, delivery, and incorporation into the works.
  • Review material submittals, technical data sheets, test certificates, and compliance declarations submitted by the contractor, assessing conformance with project specifications, applicable standards, and approved material lists.
  • Coordinate with the Design Manager and discipline engineers during technical review of submittals to ensure that proposed materials meet design intent and performance requirements.

  • Issue Non-Conformance Reports (NCRs) for any materials found to be non-compliant upon delivery or during site inspection and track corrective actions through to resolution.
  • Coordinate with the QC Inspection teams to align material receipt inspections with ITPs and witness points.
  • Maintain a surplus materials register and manage disposal or return of unused approved materials at project close-out.

Qualifications & Experience:

  • Bachelor’s degree in mechanical engineering, Electrical Engineering, Civil Engineering, or a related technical discipline.
  • Minimum 10 years of material management experience on major construction or infrastructure programmes, with at least 4 years on data centre or mission-critical facility projects.
  • Solid knowledge of material standards and specifications relevant to data centre construction, including LV/MV electrical equipment, cable systems, structural steel, UPS, precision cooling equipment, and ELV/ICT infrastructure.
  • Experience managing material submittal processes, Inspection and Test Plans (ITPs), and Factory Acceptance Test (FAT) documentation.
  • Familiarity with material storage and preservation requirements for critical equipment including batteries, transformers, precision cooling units, and generators.

Position Objective:

Responsible for planning, managing, and controlling the acceptance and handover process for the data centre and technical buildings project, ensuring that all completed works and systems are inspected, tested, and verified against the contractual, design, and performance requirements before acceptance, and that the facility is handed over with complete documentation, closed punch lists, and a fully prepared operations team. The Acceptance Handover Manager acts as the focal point between construction, testing and commissioning, and operations, and reports progress, readiness, and risks to the Sr. Project Manager.

  • Develop and manage the project acceptance and handover plan, defining the stages, acceptance criteria, responsibilities, and documentation requirements for each system and facility area.
  • Review contractor testing and commissioning plans, method statements, and Inspection and Test Plans (ITPs) to ensure alignment with the acceptance criteria and contractual requirements.

  • Review and approve the Contractor's method statements (MS), material approval requests (MAR), inspection and test plans (ITP) and prequalification documents (PQD) for ELV subcontractors, before work or procurement starts.
  • Supervise and inspect ELV works in the factory for the off-site modules and on site for infrastructure and module erection.
  • Respond to the Contractor's material inspection requests (MIR) and work inspection requests (WIR) at the agreed hold and witness points, checking certificates and submittals against approved data before anything is built into the works.
  • Verify that ELV installations follow the approved design, project specifications, manufacturer requirements, and SBC 801 for fire and SBC 1101 for energy.
  • Witness the Factory Acceptance Test (FAT) of ELV equipment and panels at the factory, then the Site Acceptance Test (SAT) once the systems are installed and integrated on site.
  • Witness and verify testing and commissioning across CCTV, access control, building management systems (BMS), fire alarm, public address, structured cabling, intrusion detection, audio-visual (AV), master clock and IPTV, with strong depth in several of these systems.
  • Run the integrated cause-and-effect and matrix verification, confirming the fire alarm correctly drives access control, BMS, lifts and public address under each scenario.
  • Verify the IP network, head-end and server-room build, including racks, power, cooling and labelling, before the systems go live.
  • Raise Site Observation Reports (SORs) and Non-Conformance Reports (NCRs) where work fails specification, track each to verified close-out, and coordinate ELV interfaces with the electrical, mechanical and fire-protection disciplines, supporting the Civil Defense and SALAMA final inspection.

  • An accredited bachelor's degree in electrical or communications engineering, with registration or eligibility with the Saudi Council of Engineers (SCE); Professional Engineer (PE) accreditation is preferred.
  • Minimum 8 years supervising and witnessing testing and commissioning across ELV systems, with strong depth in several of CCTV, access control, building management systems, fire alarm, public address and structured cabling. An ELV-exclusive career is not required; electrical engineers with genuine ELV depth are welcome.
  • Sound knowledge of ELV standards and life-safety requirements, including fire alarm and public-address compliance with SBC 801 and the Civil Defense rules.

Qualifications & Experience:

  • An accredited bachelor's degree in architectural engineering, with registration or eligibility with the Saudi Council of Engineers (SCE); Professional Engineer (PE) accreditation is preferred.
  • Minimum 8 years in site-based architectural and building finishing supervision, including building envelope and installation works.

QC Inspector – ELV/ICT

Position Objective:


The QC Inspector - ELV/ICT is responsible for implementing quality control inspection and testing activities for all Extra-Low Voltage (ELV) and ICT systems within the data centre and technical buildings project. The role ensures that ELV/ICT installations, including structured cabling, security systems, access control, CCTV, fire detection and suppression, DCIM, and networking infrastructure, are installed, tested, and commissioned in accordance with approved drawings, specifications, Inspection and Test Plans (ITPs), and applicable international standards.


Job Description & Responsibilities:


  • Implement the project Quality Control Plan for all ELV/ICT system installation, testing, and pre-commissioning activities within the data centre and technical building facilities.
  • Review and verify that ELV/ICT installations are executed in accordance with approved IFC drawings, specifications, system design documentation, and manufacturer installation guidelines before and during construction.
  • Conduct inspections and witness activities as per approved ITPs for ELV/ICT systems, including structured cabling infrastructure, DCIM sensors and management platforms, CCTV, access control, intruder detection, fire detection, and network active equipment installation.
  • Witness and document structured cabling test results for copper (Cat6) and fibre optic (OM4/OS2) systems using calibrated field test equipment (Fluke DSX-600 or equivalent).
  • Inspect security system installations including CCTV camera positioning and field of view, access control device placement, and intruder detection zone coverage, verifying alignment with approved system design drawings.
  • Witness fire detection and suppression system commissioning and acceptance tests in coordination with the specialist sub-contractor, verifying compliance with NFPA 72/75 requirements.
  • Review and assess ELV/ICT material submittals, product data sheets, and compliance declarations upon delivery, verifying conformance with approved submittals and project specifications.
  • Issue Non-Conformance Reports (NCRs) for any ELV/ICT installations or materials found to be non-compliant, and track corrective actions through to satisfactory close-out.
  • Maintain complete and accurate QC inspection records, cabling test reports, system test certificates, and photographic evidence for all ELV/ICT scope.
  • Prepare daily QC inspection logs and contribute to weekly QC status reports submitted to the Site Manager.
  • Support the compilation of As-Built records and ELV/ICT system handover documentation including system manuals, test result dossiers, and warranty certificates.


Qualifications & Experience:


  • Bachelor’s degree or Diploma in Electronics Engineering, Telecommunications, Information Technology, Electrical or a related discipline.
  • Minimum 8 years of QC inspection experience on ICT infrastructure, ELV systems, or data centre projects, with at least 3 years in a QC inspector role on mission-critical, data centre or mega infrastructure projects.
  • Solid knowledge of structured cabling standards (TIA-568, ISO/IEC 11801), fibre optic testing (OTDR, insertion loss, return loss), and copper cabling certification.
  • Good understanding of ELV system standards relevant to data centres.
  • Experience witnessing and interpreting structured cabling field test results using calibrated testers (Fluke DSX or equivalent).
  • Experience with ITP-based quality management systems and NCR issuance and tracking.
  • Good communication skills; able to interface professionally with specialist sub-contractors, contractor QC teams, and client representatives.

On-Site Construction Lead - Modular Construction (PMC)

Position Objective:

The On-Site Construction Lead oversees and manages on-site implementation across site establishment, foundations, earthworks, utilities, module installation, finishes and handover, keeping the Contractor and the supervision consultant (CSC) aligned with the program standards. The PMC monitors delivery, governs interfaces and gives the final review and approval after the CSC's first-line check, for the Client's endorsement.

Job Description & Responsibilities:

  • Oversee and monitor the Contractor's on-site implementation across site establishment, foundations, earthworks, infrastructure, utilities, module receipt, installation, jointing, envelope close-up and finishes, through scheduled oversight visits and remote monitoring.
  • Manage alignment between the Contractor and the CSC, confirming each plays its role and that the on-site works track the approved drawings, scope documents, specifications and applicable Saudi codes and authority requirements.
  • Give final review and approval of the Contractor's Method Statements (MS), Inspection and Test Plans (ITP) and Prequalification Documents (PQD) after the CSC's first-line check, before related work or procurement starts.
  • Give final approval of Material Approval Requests (MAR) after the CSC's first-line check, and rely on the CSC's Material Inspection Requests (MIR) records to confirm delivered material matches the approved MAR.
  • Review the CSC's Work Inspection Request (WIR) records and audit that the CSC witnesses the agreed hold and witness points and closes inspections, relying on those records for final approval and payment.
  • Govern interfaces between the off-site factory works and the on-site works, direct module delivery logistics against the program schedule and the factory dispatch plan, and coordinate with the off-site factory lead on module readiness, dispatch timing and escalations.
  • Govern the Request for Information (RFI) register at program level, confirm the Contractor raises an RFI on any design conflict, and track the Designer's responses through to closure.
  • Monitor the CSC's verification of temporary works for foundations, earthworks and module lifting, and review the CSC's records confirming formwork, shoring and lifting arrangements were inspected before each activity proceeded.
  • Govern quality by audit over the CSC and oversee the Contractor's Health, Safety and Environment (HSE) arrangements, review the CSC's Non-Conformance Report (NCR) and Site Observation Report (SOR) records, audit corrective-action trends through to close-out, and report non-compliance to the Client.
  • Review and give final acceptance of the Factory Acceptance Test (FAT) and Site Acceptance Test (SAT) results that the CSC witnesses off-site in the factory and on site, and govern the acceptance process before installation and handover.
  • Monitor on-site progress against the approved baseline schedule, catch slippage early, and direct recovery action that protects the program milestones.
  • Govern handover and give final acceptance of the handover pack, covering as-built drawings, operation and maintenance (O&M) manuals, warranties, training, the defects close-out and the Defects Liability Period (DLP).

Qualifications & Experience:

  • An accredited bachelor's degree in civil, structural or architectural engineering, with registration or eligibility with the Saudi Council of Engineers (SCE).
  • 15+ years in construction delivery or construction management on building or infrastructure projects, including at least 5 years leading on-site delivery or construction oversight as a Construction Manager, Site Manager or Resident Engineer.
  • Practical command of site establishment, foundations, earthworks, temporary works, utilities, module or component installation, submittal and inspection governance, and quality and HSE oversight in a PMC or owner's-engineer setting.
  • Experience on volumetric modular construction or Design for Manufacture and Assembly (DfMA) programs, including module installation and delivery logistics, is an advantage.
  • Project Management Professional (PMP) certification is preferred.
